Overview

Howard County, MD has adopted the following codes:

  • The International Building Code, 2018 edition. Howard County Code § 3.101 (amendments).
  • The International Residential Code, 2018 edition. Howard County Code § 3.102 (amendments).

Residential Building Code

Maryland adopted a model state residential code but it is not in force unless adopted locally.See PLRB, Maryland Building Codes for more information on state level codes.

Howard County adopted the 2018 IRC, locally. Note that adoptions usually come with amendments. So, it is important to review those amendments in addition to the unamended model code.

Comments

Howard County, MD, adopted the 2018 IRC in its entirety, with amendments. Howard County Code § 3.100(b)(2).

Exception 1: Detached one-family and two-family dwellings and multiple single-family dwellings (townhouses) not more than three stories high with separate means of egress and their accessory structures shall comply with the International Residential Code and section 3112 of chapter 31, special construction, of this Code.

In addition, the County also emphasizes the the following from the adopted 2018 IRC:

Section 105.8 Contractor Licensing requirements in residential one and two-family dwellings:

Homeowners of one and two-family dwellings, as defined by the Howard County Building Code, may act as their own general contractor for alterations and additions if they own the property in questions and the property is their primary residence. If the property is a rental property, or not their primary residence, they must have a Maryland Home Improvement Contractors License or a Maryland Home Builders License in accordance with the State of Maryland licensing laws.

Section: R313.2 One- and two-family dwellings automatic fire sprinkler systems:

An automatic residential fire sprinkler system shall be installed in one- and two-family dwellings.

Exception: An automatic residential fire sprinkler for additions or alterations less than fifty percent of the existing gross area of the building or structure are exempt from fire sprinkler systems.

Roof Design Loads for IRC 2018

Council Bill No. 13 – 2019 Roof Design Live Load was amended to 40 lbs. per square foot, with allowances for reductions due to roof slope.  This is an increase from the previous code which required 30 lbs. per square foot, with no allowances for roof slope reduction.

All truss designs are to reflect the new design requirements Effective July 14, 2019. In addition, any conventional framed roof will be required to meet the same design values of 40 lbs. per square foot, with allowed reductions for slope.  

Existing Buildings

Existing buildings, meaning buildings that were built in accordance to code at the time of construction, typically merit extra consideration in a current updated code.

Refer to Appendix J of the adopted 2018 IRC. 

The County has also adopted the 2018 IPMC as the Howard County Property Maintenance Code for Rental Housing. Howard County Code § 3.700 (amendments).

Commercial Building Code

Howard County adopted the 2018 IBC, locally. Note that adoptions usually come with amendments. So, it is important to review those amendments in addition to the unamended model code.

Existing buildings undergoing repair, alteration, addition, or change of occupancy may comply with the Maryland Building Rehabilitation Code. MBRC follows the 2015 IEBC, effective April 11, 2016.
